515 Seventh Avenue Secures New York City Council Approval

KPF’s design has received approval for special permits, authorizing the redevelopment of a pivotal Garment District site into a vibrant new mixed-use tower.

With the successful completion of the ULURP (Uniform Land Use Review) approval process, 515 Seventh Avenue is set to transform a former parking garage into an engaging new tower that honors the district’s architectural heritage while incorporating a contemporary vision. The façade draws inspiration from the Garment District’s texture of masonry buildings, employing a gradient of brick tones—from deep russet at the base to golden yellow at the crown—to create a contextual yet distinctive presence on the skyline. The design’s “vertical stitch” motif was inspired by the warp and weft of fabric and is articulated through interwoven brick piers and spandrels, creating a subtle reference to the area’s textile legacy.

At street level, the project invites the public in with a generous, covered pedestrian space that brings the brick detailing inside and supports wellness with biophilic elements. By bringing together a contextual urban history, wellness-oriented design, and a commitment to the public realm, 515 Seventh Avenue is poised to become a new urban landmark for South Midtown Manhattan.
